POWER Act (Illinois, 2026): HB 5513 / SB 4016, clean-energy and cost rules for large data center loads

Filed in February 2026 by House Majority Leader Robyn Gabel (HB 5513) and Sen. Ram Villivalam (SB 4016). Missed the May 31, 2026 deadline: HB 5513 was re-referred to Rules on Mar 27, 2026 and SB 4016 to Assignments on May 22, 2026. The Data Center Coalition opposed it. Both bills are the vehicles for the November-December 2026 veto session, for which Gov. Pritzker said on Oct 16, 2026 he was optimistic.
