SCC final order in Dominion's 2025 biennial review: $565.7M rate increase and the GS-5 large-load (data center) rate class (Case PUR-2025-00058)

challenged

On November 25, 2025 the Virginia State Corporation Commission set Dominion Energy Virginia's base rates for 2026-2027, approving increases of $565.7 million for 2026 and $209.9 million for 2027 against the $822 million and $345 million Dominion requested, and raising the authorized return on equity from 9.7% to 9.8% (10.4% requested); a typical residential bill rises $11.24 a month in 2026 and $2.36 in 2027. The same order created the GS-5 rate class for customers demanding 25 MW or more, effective January 1, 2027, with minimum billing of 85% of contracted distribution and transmission demand and 60% of generation demand, to keep the cost of the data center build-out off other customers. Respondents included the Attorney General's Division of Consumer Counsel, Amazon Data Services, Google, CloudHQ, the Data Center Coalition, Microsoft, Iron Mountain Data Centers, STACK Infrastructure, Clean Virginia and others. The order is under appeal (Retail Energy Advancement League, notice of appeal December 22, 2025).
