FERC large-load show-cause orders to the six RTOs/ISOs (Dockets EL26-67-000 to EL26-72-000)

Pending

On June 18, 2026 FERC issued section 206 show-cause orders to PJM (EL26-67), SPP (EL26-68), NYISO (EL26-69), MISO (EL26-70), CAISO (EL26-71) and ISO-NE (EL26-72) and their transmission owners, preliminarily finding their tariffs unjust and unreasonable for loads above 50 MW interconnecting above 69 kV. Five categories of reform: transmission-service application and study processes (60 to 90 days, alternative transmission technologies), cost-recovery agreements with minimum contributions and credit support so stranded upgrade costs fall on the large-load customer, co-location and behind-the-meter netting rules, new services for flexible loads, and expedited study of generation serving electrically proximate load. Responses due in 60 days; generation-adequacy reports in 30 days. Existing negotiated agreements are not disturbed.
