SB 266 / SL 2025-78 (North Carolina, 2025): "The Power Bill Reduction Act" (enacted over veto)

enacted

Repeals the 2030 interim carbon-reduction target for electric public utilities serving more than 150,000 customers, leaving the 2050 carbon-neutrality goal, and lets a utility recover construction-work-in-progress financing costs for new baseload generation in rates. Primary sponsor Sen. Danny Britt, sponsors Sens. Moffitt and Daniel, seven co-sponsors. Senate passed 47-0 (May 7, 2025); House passed 75-36 (June 10, 2025); Senate concurred 29-11 (June 19); ratified June 23. Vetoed by Gov. Josh Stein July 2, 2025 ("could cost North Carolina ratepayers up to $23 billion through 2050 due to higher fuel costs"). Veto overridden July 29, 2025: Senate 30-18 (RCS S-431), House 74-46 (RCS H-586) with Democrats Cunningham, Majeed and Willingham voting aye. Chaptered as Session Law 2025-78.
