FERC order on co-located large load in PJM (Docket EL25-49-000, 193 FERC ¶ 61,217)

Enacted

On December 18, 2025 FERC found PJM's tariff unjust and unreasonable for lack of clear and consistent rates, terms and conditions for interconnection customers serving co-located load (AI data centers sited at generating plants) and for eligible customers taking transmission service on their behalf, and directed PJM to offer new transmission service options, including an interim service subject to curtailment while network upgrades are built. Compliance filing due February 16, 2026; PJM also ordered to report by January 19, 2026 on expedited interconnection for shovel-ready generation, its reliability backstop and load forecasting. The proceeding began with the show-cause order of February 20, 2025 (190 FERC ¶ 61,115); the order on compliance issued April 16, 2026 (195 FERC ¶ 61,030).
