SCC final order granting the certificate for Dominion's 944 MW Chesterfield Energy Reliability Center gas plant (Case PUR-2025-00037)

challenged

On November 25, 2025 the Virginia State Corporation Commission granted Dominion Energy Virginia a certificate of public convenience and necessity to build and operate the Chesterfield Energy Reliability Center, an approximately 944 MW nominal flexible-fuel plant of four GE Vernova 7F gas turbines on the site of the retired coal unit at the Chesterfield Power Station, at a projected cost of $1.47 billion excluding financing, with cost recovery through Rider CERC ($35.7 million for rate year 2026, about $0.60 a month for a typical residential customer). Dominion justified the plant as the only dispatchable resource able to meet projected demand growth by 2030 under the Clean Economy Act's reliability exception. The order was suspended on December 16, 2025 to consider a petition for reconsideration by Appalachian Voices, the NAACP and Mothers Out Front, then clarified and reinstated by the Order on Reconsideration of February 12, 2026; those respondents noticed an appeal to the Supreme Court of Virginia on February 17, 2026. The Attorney General's Division of Consumer Counsel filed testimony and briefed.
