HB 1192 (Georgia, 2023-2024): two-year pause on new data center sales-tax exemption certificates (vetoed)
vetoedWould have barred the issuance of new certificates of exemption for high-technology data center equipment (O.C.G.A. 48-8-3(68.1)) from July 1, 2024 to June 30, 2026, raised the new-quality-job wage test, and created a Special Commission on Data Center Energy Planning. Sponsors John Carson, Chuck Martin and Shaw Blackmon; Senate sponsor John Albers. House passed 96-71 (Vote #580, February 27, 2024); Senate passed 29-22 (Vote #667, March 14, 2024). Vetoed by Gov. Brian Kemp on May 7, 2024 (Veto 7): the legislature had extended the exemption through 2031 two years earlier and the July 1, 2024 cutoff would undermine projects already in development. The exemption remains in force.
