Shelby County Health Department air permit 01156-01PC for 15 gas turbines at xAI's Memphis data center

Construction air permit issued July 2, 2025 to CTC Property LLC (xAI) for 15 natural-gas combustion turbines at 3231 Paul R. Lowry Road, South Memphis, after a January 2025 application, an April 25, 2025 public hearing and hundreds of comments in opposition. In its response to comments the department treated the 35 "temporary" turbines the company had run since June 2024 as exempt nonroad engines, a reading the appellants contested. The department's DocumentCenter copy of the permit (View/7174/01156-01PC-070225Permit) returned 404 on October 14, 2026; the permit number, date and terms are taken from SELC's release of July 2, 2025 and the appellants' July 15, 2025 filing with the Air Pollution Control Board.
