PUC Order 26-154 (UM 2377): PGE Schedule 96, the data center rate class

Creates Schedule 96 for data centers of 20 MW and above under HB 3546: minimum transmission and generation demand of 90% of contracted capacity, a flat distribution charge covering all distribution expansion, exit fees and minimum terms, an interconnection queue tied to available emissions-free supply, and a 1 cent/kWh surcharge for Schedule 96 customers of 100 MW or more; adopts the First Partial Stipulation of Feb 4, 2026 (PGE, Staff, AWEC, Amazon, the Data Center Coalition, CUB and others). Compliance tariff approved by Order 26-239 (Jul 10, 2026); reconsideration decided by Order 26-309 (Aug 31, 2026); AWEC petitioned the Court of Appeals on Sept 10, 2026.
