Methodology

Sector PACs are the PAC-typed entities tagged environment minus candidate, party and leadership committees (excluded by FEC designation and name rule). Every dollar figure counts only donation rows that pass the standard exclusions (no conduit memos, self-transfers, unverified name matches, quarantined or superseded rows). Direct contributions, independent expenditures supporting, independent expenditures opposing, transfers to other committees and LDA lobbying are reported as separate figures and never added together. Receipts count donors outside the sector only, so a super PAC funding its own affiliated committees is not counted twice. Lobbying amounts cover every issue on each LDA filing. Numbers reflect QPQ Tracker rows only and may understate the official FEC cycle totals where the inflow ingest is incomplete.
